Runescape help me please?

Every time i go to runescape some of the picture is missing and when I try to log in it says error connecting to sever. And i tried making another account because i haven't been on runescape in a long time and it said error contacting server. What do I do? Do I need to update my internet? I have just internet explorer. Do I need IE9? I updated java to see if that was the problem but still didn't work.
