Can you have a basement without a house on top?

I live in an area that has many sever storms, high winds and tornado's. I currently live in a mobile home. And often have to leave my home due to storms.I have been saving money to build a house with a basement. Unsure of my economic future. I was wondering about just building a basement and finishing it out as I planned to do. And in 5 years or so build the house over top. Is this even possible.
